Information Systems, Electronics and
Telecommunications Technologies
(ISETT) Sector Education and Training
Authority (SETA) was established
specifically to address skills development in
the Information Communications and Technologies
Sector. This was as a result of Government’s
commitment to promote active
labour market policies and is demonstrated
in the Skills Development Act of 1998 and
the Skills Development Levies Act of 1999.
Like the other SETAs, Isett’s work is regulated
by the Skills Development Act, which
is overseen by the Department of Labour,
and funded through payroll levies paid by
employers in the sector. This particular
sector has approximately 210 000 employees
spread across, 4 000 levy-paying companies,
82 percent of them small, medium and
micro enterprises (SMMEs). The Isett SETA
has been and still is steadfast in living up
to its key mandate of delivering on the
National Skills Development Strategy Objectives.
These objectives are inclusive of the
ICT sector Skills Objectives as articulated
by the constituent ICT companies in their
Workplace Skills Plans and Annual Training
Reports. The Isett SETA has again posted
excellent performance results in the year
under review as evidenced in this year’s
Annual Report. This was achieved through
the growing participation and involvement
of the ICT companies and their eagerness
to roll-out more Learnership and Graduate
Internship Programmes to address their
ever-growing and changing need for skilled
personnel.

Joint ventures: In 2007 the Department of
Communications (DoC), Department of Education (DoE)
and the Isett SETA entered into a partnership to assist
further education and training colleges -this is a three
year partnership at a cost of R16-million; Isett SETA also
partnered with municipalities to enable e-government; a
number of ICTE companies that are participating in both
learnership and internship programmes
